Instagram displays posts in a square grid, and 1080 × 1080 pixels is the standard square size. Uploading exactly that size stops the app from resizing or cropping your picture for you.
Instagram also accepts portrait posts at 1080 × 1350 pixels. For that, change the height in the options. Use "add white margins" if you do not want anything cropped.

No. It is scaled without distortion. If the shape of your picture is different from the target, the tool either crops the edges or adds white margins, depending on the page, so faces and lettering keep their proportions.
Yes. After resizing, run the result through Compress Image with the size limit your form gives, for example 50 KB. Doing it in that order gives the best quality.
No. Everything happens inside your browser, on your own device. Your files are never sent to a server, and you can confirm that in your browser's network tab. Close the tab and they're gone.
Each file can be up to 100 MB, and up to 300 MB in total. Because the work happens on your device, very large files depend on your available memory. A desktop browser handles them best.
