200 × 230 pixels is a small portrait rectangle, close to the shape of a passport-style photo. Forms that ask for it usually also set a file-size limit.
The tool fills the whole rectangle and trims the sides or top of your picture equally, so a centred face stays centred. If you need the whole picture with nothing cropped, choose "add white margins" in the options.
It is scaled to the height and the extra width is trimmed evenly from both sides. Take the photo in portrait, or crop it to your face first, if you want more control.
Resize here first, then use Compress Image to 50 KB (or whatever your limit is). A photo this small is usually already under 50 KB after a little compression.
No. It is scaled without distortion. If the shape of your picture is different from the target, the tool either crops the edges or adds white margins, depending on the page, so faces and lettering keep their proportions.
Yes. After resizing, run the result through Compress Image with the size limit your form gives, for example 50 KB. Doing it in that order gives the best quality.
No. Everything happens inside your browser, on your own device. Your files are never sent to a server, and you can confirm that in your browser's network tab. Close the tab and they're gone.
Each file can be up to 100 MB, and up to 300 MB in total. Because the work happens on your device, very large files depend on your available memory. A desktop browser handles them best.
